Medicaid for Children
All children are eligible who are under the age of 19 and permanent residents of Alabama. Children may be raised by one or both parents.
Medicaid for Parents and Caretaker Relatives
An applicant must reside with a child under the age of 19 who is a close relative. The applicant must be a resident of Alabama and a U.S. citizen.
Medicaid for Pregnant Women
All pregnant women who are permanent residents of Alabama are eligible to avail of this plan.
Medicaid for the Elderly and Disabled
A multitude of services for the elderly and disabled are available through the Alabama Medicaid Agency. People in nursing homes, hospitals, and ICF-IID facilities are considered eligible for the plan.
Waivers for those who reside in the community and are aged, crippled, homebound, mentally disabled, or have specified conditions are eligible for home and community-based waivers.
Medicaid in the Nursing Home
For approved persons, the Alabama Medicaid Agency provides coverage for institutional care. Institutional Medicaid is for persons who live in nursing homes, hospitals, or ICF-IID facilities.
People who need nursing home care can apply for one of the Agency’s Home and Community Based exemptions, which allows them to receive care in the community.
Breast and Cervical Cancer Program
Eligible women can get free breast and cervical cancer screenings through this program.
Plan First Family Planning Program
Women ages 19 to 55 may be eligible for family planning services through the Plan First Program thanks to a specific arrangement (waiver) with the federal government.
Vasectomies are only available to men over the age of 21. A yearly family planning exam, birth control such as tablets or shots, tubes tied, lab tests to test for pregnancy or sexually-transmitted disease, and assistance in deciding when to have a baby are all included for women.

6 Alabama Medicaid Waivers
There are six Medicaid waivers available in the State of Alabama.
- Elderly and Disabled (E&D) Waiver Program serves people who require nursing care due to age factor and disabilities.
- State of Alabama Independent Living Waiver (SAIL) Program is for adults of 18 years or older who would require a nursing care facility due to specific medical diagnosis along with disability.
- Home and Community-Based Waiver for Persons with Intellectual Disabilities (ID) program is to facilitate adults of 18 years or older with any intellectual disability and need an intermediate care facility.
- Technology Assisted (TA) Waiver for Adults Program is to serve those people (age 0 to 21) who are dependent on ventilators and require skilled nursing care.
- Living at Home (LAH) Waiver for Persons with Intellectual Disabilities serves adults and children of age 3 and up with an intellectual disability diagnosis who would normally be eligible for care in an Intermediate Care Facility for Individuals with Intellectual Disabilities (ICF/IID.
- Alabama Community Transition (ACT) Waiver is a program designed to serve people who are willing to move to home and community from a nursing facility due to disability or long term illness.
